Civilization Commitee (Many LCPD)

The Civilization Committee (CC) is Grand Theft Auto IV's version of the United Nations. It is located in Hatton Gardens on the shore of the Humboldt River along Albany Ave. The CC is heavily guarded by the LCPD and going through the gate (also known as trespassing) will result in a 4-Star Wanted Level. It cannot be entered at any time by the player.
