Dust Off is a mission in GTA IV given to Niko Bellic by U.L. Paper. During the initial cutscene, Paper explains that he wants Niko to kill a Russian who constantly hangs out in a helicopter above Middle Park, Algonquin where he organizes crime.
Overview
U.L. Paper wants a Russian dead. The only way to reach him is through the air (above Middle Park, Algonquin) so he sends Niko on a deadly mission to chase a helicopter. Niko finds the target chopper and follows it to the meeting place in Western Algonquin. Bellic gains cover and ambushes the meeting, killing all the members including the chopper driver, allowing him access to the helicopter itself. Niko flies it to the airport in Dukes and lands it next to the Cargo Yard where Paper's mechanics collect it to install a rocket launcher.
Walkthrough
After a meeting with U.L. Paper, get a car and go to the Civilization Committee. A helicopter will take off. Follow it. Don't worry: you'll be on the expressway and should have a clear view of it. - Why would U.L. Paper want that specific helicopter when he can just pick one up from the helipad? Why would he send Niko on a difficult chase just for a simple Maverick helicopter?
- Why does it take U.L. Paper's mechanics a few days just to install a rocket launcher? Why don't they buy one from the gun shop and give it to Niko?
