Paper made it clear that there are to be no civilian casualties; he doesn't want any falling, flaming chopper debris to randomly crush anyone.
 
As soon as the chase leads out to sea, Little Jacob opens fire.  After several shots, Borodin's chopper explodes and falls into the ocean.
