I don't know how I didn't make this connection earlier. If Karen and Eugene both work for [[United Liberty Paper|ULCP]], that means Eugene is to Luis what Karen was to Niko. An agent disguised as a friend to get dirt on criminals. This could be why Eugene and Luis are at the bank. They were doing a regular errand when the [[Irish American Killers|McReary Mob]] came in and killed Eugene for trying to be a hero. It makes so much sense now.
