The FBI offices are a building located in downtown of Staunton Island, in Torrington. The building is the headquarters of the FBI at least in Liberty City of Grand Theft Auto III Era, since in that of GTA IV Era not known due it is a different one. Till far not known more FBI headquarters on others locations as San Andreas and Vice City.
