The Hotknife is a special vehicle due to the fact that it only spawns in front of the Driving School in Doherty, San Fierro, and only if you have achieved gold rankings in all the challenges. You can also steal it, though it is really rare to occur, when you are in the midst of doing police vigilante missions.
