Ken Rosenberg, in Grand Theft Auto: Vice City, is an attorney with connections to the Forelli Mafia. Tommy Vercetti meets him at Escobar International Airport, and throughout the game they remain allies. He secures Tommy's release from prison whenever he is arrested, and his voice is sometimes briefly heard in these situations ("Tommy Vercetti is an innocent man!"). He is also suspected of cheating on law school exams and having employed heavies on numerous occasions to intimidate and corrupt juries. He is portrayed in a similar manner as [ David Kleinfeld] in [ Carlito's Way]; a lawyer with frizzy hair and bad suits, rendered increasingly paranoid and incoherent by a severe cocaine addiction.

In The Introduction in 1991, it's revealed that Ken was disbarred from practicing law, went into rehab, and once he was released, Tommy stopped taking his calls. At this point he was recruited by Salvatore Leone to be a "neutral" third-party manager of investments in the new casino co-owned by the Leone Family, the Sindacco Family, and the Forelli Family.

In Grand Theft Auto: San Andreas in 1992, Ken is managing Caligula's Palace in Las Venturas for the three families. He is in constant fear for his life at the hands of one of the families, so that they could blame each other. CJ is introduced to Ken (and his parrot Tony) by Kent Paul and Maccer. Ken wants CJ to find him a way out of his current situation, and back to a "safe, legal job" with a "boring commute." Apparently due to the stressful situation, Ken resumes cocaine use along the way. He provides CJ with a few jobs, both to help him keep his job at the casino and to help him stay alive. After being a part of killing Johnny Sindacco, CJ tells Ken to "play it dumb," until he can fake his death. He resumes a new life, working as an accountant for Madd Dogg, along with Maccer and Kent Paul.
