N.O.E. is a mission in Grand Theft Auto: San Andreas, given by government agent Mike Toreno to protagonist Carl Johnson from the airstrip at Verdant Meadows, Bone County, San Andreas

Mission

CJ drops by the airstrip while Toreno sneaks up behind him and explains that he is in trouble and needs a package delivered to some of his friends at Angel Pine and if they don't get it by the nightfall, he and his friends will all be dead. CJ agrees and gets in a Rustler plane with the stuff delivered below. He flies low on the radar to avoid the law enforcement spotting him with Hydras. After flying across San Andreas, CJ drops the package in Angel Pine and continues flying all the way back to the airstrip below the radar safely.

Script

(Carl and Toreno at the airstrip.)

Mike Toreno: Got you again, Carl. You're half asleep. I could have killed you in 9 different ways. Wake up and smell the coffee.

Carl Johnson: You need to lay off the coffee.

Mike Toreno: We got a problem. I got some guys out in the field need some equipment. If they don't get it, they'll be dead by nightfall.

Carl Johnson: Then take it to them.

Mike Toreno: Me take it to them?

Carl Johnson: Yeah, why not?

Mike Toreno: I got five guys watching me all the time. Two in that hill. One over there and two by satellite. If I go my guys and I will be dead. I don't have a death wish. I'm a man of peace, son.

Carl Johnson: Yeah, clearly.

Mike Toreno: Take the plane. You're not ready yet so stay low under the radar. Questions?

Carl Johnson: Yeah, just one thing...

Mike Toreno: Get to it.

Carl Johnson: Wait. Hey. Listen! Listen to me for once. Why won't these guys come after me?

Mike Toreno: Oh, they can't because they're all posted on me. One DEA. One FBI. A Russian, a Cuban double agent and my paymasters. Checks and balances. Nobody is watching anybody watching nobody. You know what I mean? Go.

Carl Johnson: Whatever, man.

(CJ begins the journey)
