Claude, Tommy, Carl, Toni, Victor, and Niko were all fresh into town, either after a long absence (like Carl and Toni), or just coming to the town (like Claude, Tommy, and Niko). They usually start with nothing, with minimal or no influence and reputation, having to do odd jobs around before moving up the social and ecomonical ladder. They eventually start doing real jobs and cutting real deals as their prominence, respect, and reputation begins to grow, until they end the game on top of the town, or at least with some powerful business or powerful friends.
