I had a 99% completed gamesave made, the last job was to complete 100 fares with the taxi and I saved the game at the sunshine autos. :Yea, it's a weird exploit. The German language had two missions removed so R* compensated that with two freebie missions. If you change your language to German two points from 100% (I forgot how many percent, most likely just 99%), then you get 100% completion. But changing the language back should revert back to 99%.
