:::I concur with [[User:GuildKnight]].  I just played it not too long ago, and from what I recall, the mainland is opened after the mission [[Phnom Penh '86]].  This is why the roadblocks are already cleared when performing this mission ([[Sir, Yes Sir!]]), which involves driving to mainland [[Vice City]] to steal the tank.
