The Commission is made up of the Five Families in Liberty City: the Gambetti Family, the Messina Family, the Lupisella Family, the Pavano Family and the Ancelotti Family. The Commission is the Mafia families' means of discussing any problems between them; their meetingplace is in Little Italy, Algonquin. The Pegorino Family are trying to gain a place in the Commission (by, for example, granting favours to the Pavano Family), but they are apparently looked down upon by existing Commission families, and their ascension to Commission status seems unlikely, particularly after the events of GTA IV.
