They are, they have confirmed that is being developed, it is nowhere near complete yet, no story or characters or even city yet, but research has begun already, Dan Houser has confirmed. I read an interview somewhere as well saying that Michael Hollick (Niko Bellic) and Rockstar are friends again and he is working on a new project with them. | |||
