Esplanade East is not based on the Embarcadero!! The Embarcadero is a road, Esplanade East is a district/neighborhood. There is a road in San Fierro that is obviously modelled on the Embarcadero (the one that borders the North-East of the city), but that road is actually in Downtown, not in Esplanade East. Esplanade East is only the area between that road and the sea, and isn't really based on any neighborhood as such, it draws its inspiration from the Ferry Building and the northeastern waterfront of San Francisco.
