Councilman '''Rodgers''' was a councilman living in [[Liberty City in GTA IV Era|Liberty City]]. [[Kenny Petrovic]] ordered his execution, and [[Vanya]] thought he did so by blowing up his house. He was visiting his boyfriend at the time however. Petrovic then ordered his hit squad to kill him, which they succesfully did.
