	Pedro Garcia is a gun runner who is operating in [[Vice City]]. The [[Vice City Police Department]] are tracking his operations. Garcia buys weapons from out of state and then sells them on the streets of Vice City. He is rumoured to be a rival of [[Phil Cassidy]] who, in [[1986]], was also selling guns. Some fans have rumoured that Pedro Garcia is a member of the [[Cholos]] gang, which had been a prominent gang in Vice City in 1984. This is due to the fact that in [[Grand Theft Auto: Vice City Stories]], Phil Cassidy is fighting against the Cholos for supremacy in gun running. 	Eventually, [[Tommy Vercetti]] hires Phil Cassidy to pull a bank robbery with him. After the robbery Phil asks Tommy to ambush Pedro and his gun runners to pay back for the robbery. Tommy, does this and attacks Garcia's gun delivery caravan as he takes a shipment to a local [[Ammu-Nation]]. During the ambush, Tommy steals Pedro's gun shipment and kills Pedro along with his ~~gun running~~ henchmen.		Eventually, [[Tommy Vercetti]] hires Phil Cassidy to pull a bank robbery with him.
