All enemies must have at least one sachel charge stuck to them. Leave area and head to the place you wan't the territory to be. Activate charges. if the explosion doesn't go off, then go to somewear where it's in range. The explosion should allow the place where you activated the bombs first, to become GSF territory.

If the explosion doesn't go off, then go somewhere where it's in range. The explosion should convert the place where you first activated the bombs to GSF territory.
