:Delete empty categories, almost always. The only times you would NOT do this is when the category was where pages live temporarily. For example [[:Category:Delete]] or [[:Category:Stubs]]. Almost every vehicle fits into [[:Category:Ground Vehicles]], so theres no point - I think every vehicle is "Ground" or "Land" based, unless otherwise specified.
:Don't overcomplicate things - categories are used to help you find similar pages, rather than group everything. For example, we ''could'' create categories for long pages, pages written by gboyers, vehicles which can be red, vehicles with 4 wheels, missions where you kill someone etc etc. Whilst some of these are POSSIBLE (eg the last one), it is unnecessary unless there is a need for it.  If you just want a list of vehicles of a particular type, create a list. Categories are more organic than that. And the Elevated Rail one is unnecessary, and we manage without it, so delete.
