why would Luis be on the billboard? maybe its a TBOGT easter egg in GTA4. But did R* know that they would do the DLCs when they made GTA4? Mabye during GTA4 development Luis was a model who became a hitman, but then they retconned it. I have no idea, and to be honest, I made this topic a long time ago. I'm kind of realising that if R* said that GTA III doesnt link with GTA IV then the only cameo's would be easter eggs. in other words, I'm saying that it's not all that important anymore.
