Eras and crossovers and similar characters!
The way I see it is, the GTA 4 era is set in the same world but like in a parallel universe. This would allow certain characters such as Madd Dogg and OG Loc (both having CDs in GTA 4) to exist in this era. The same goes for people like Mike Torreno and the U L Paper guy.
