[[Claude]] is to arrive at [[Staunton Island Military Base]] and aid [[Phil Cassidy]] in defending the area. The Cartel arrive from two entrances, and [[Claude]] is allowed to use the weapons around the Army Surplus. The Cartel are slain by the two, and Claude can now go to Phil Cassidy's Army Surplus to purchase powerful weapons such as the [[M16]], the [[Rocket Launcher]], and [[Shotgun]].
