It should be noted that in Grand Theft Auto: IV, the "Liberty City" is only a section of the entire state that shares the same name. Similar to how New York CITY is differentiated from New York STATE, because of the fact they are both named New York. As seen on every license plate in the game the words "Liberty City State" are displayed below the license code "LIBERTY CITY". Because of this, it is believed that the Liberty City shown in GTA IV and previous GTA games allow Liberty City, the city, as a playable area, and not the entire state of Liberty City.
