The city has four hospitals (two in each major island) and four police stations (two in each major island) distributed evenly in the city; these facilities serve as respawn points after the player dies or is arrested. The city also has one fire station and an air base known as Fort Baxter Military Base. Unlike Liberty City and the state of San Andreas, however, Vice City has no known railway or rapid transit systems, and all islands are connected by road and bridge.

There are three shipwrecks at the bottom of the ocean. One is a sunken Reefer, located under the bridge between Downtown and Prawn Island. The other two are sunken container ships, one north of the Vice Point Mall and the other on the very south-west corner of Ocean Beach. In addition, there is what appears to be a submarine watching over the wreckage of the northern container ship wreckage.

Before the release of the Grand Theft Auto: Vice City game, there were features that were removed from the final product. These changes range from deleted and added vehicles and player skins to the removal and addition of locations, entire characters and mission strands.
Changes to Vice City are mentioned below:
*According to some screenshots, there was no Leaf Links in the beta
* Fort Baxter Air Base originally included an air traffic control tower and a runway. The runway is totally absent, but the tower can still be seen in the distance from Vice Beach.
* There was no stadium in the beta.
* The northeast part of the beach didn't exist.
* Vice Port has a waterway and ships are absent.
* There are no shacks in the sea.
* Some roads didn't exist in the beta version.
* There were bus shelters around the city. The bus shelter model, bustopm.dff, is still inside Vice City's file.
* The long road from the police station going to the Ammunation (named in VCS as Bayshore Avenue) is absent in the beta map.
*The Deli across from the Little Havana Police station had its large Exploder billboard replaced with a different, smaller one.
