Upstate? (Liberty City Stories)
There's this tunnel (In GTA 3 it's inaccessible) in Shoreside Vale that you can go through, but there's a section cut off with a sign above it reading upstate.
I know the map gets cut off, but why would they add a road only for it to be cut off?
Just in case it matters for an answer, I've finished the game.
