Cindy is a waitress in Maisonette 9 working for Anthony "Gay Tony" Prince. She is only seen in one mission, and has a short amount of diolouge after Tony orders her to give Luis Fernando Lopez, Ray Bulgarin, and Timur a round of drinks on the house.
When competing in the champange drinking mini-game, Cindy brings the bottle of champange up to Luis, and puts a lit sparkler into the mouth.
