Councilman Rodgers was a councilman living in Liberty City. Kenny Petrovic ordered his execution, and Vanya thought he did so by blowing up his house. He was visiting his boyfriend at the time however. Petrovic then ordered his hit squad to kill him, which they succesfully did.
