Area 69 is a fenced-in military base, based on Area 51 and named after the 69 sex position (another example of an in-joke that the game developers use in numbering in-game locations, e.g. Pier 69 in [[San Fierro]] and all of the airport runways). The base houses various clandestine government projects, including the "Black Project" [[jet pack]]. Echoing the conspiracy theories surrounding Area 51, it is implied that it may house projects involving UFOs or extraterrestrial life, as suggested by the presence of the nearby "Li'l Probe Inn" (a reference to the Little A'Le'Inn) located in the real town of [[Nevada Desert|Rachel, Nevada]], the dialog on the base's PA system during the "Black Project" mission (directly saying "alien technology") and by dialog on Marvin Trill's in-game radio show. Much of the base consists of underground research labs, although the player can only enter these labs during the course of a single mission (or by finding a way into San Andreas' "Blue Hell" — an area under the main terrain mesh — and finding the underground base there). The above-ground structures include a series of control towers, guard posts, and garages for military vehicles, including the Patriot (a Humvee), the Rhino (an army tank) and the Hydra (a military jump jet). These garages are the first area in the game in which tanks and military helicopters will automatically spawn. The player automatically receives a five-star wanted level for entering, attempting to enter, or flying over the base (at a low altitude); surface-to-air missiles will be fired at the player from the base if he attempts to fly over. The SAM sites that launch the missiles can be destroyed, however, and if flying a Hydra aircraft, flare decoys can be deployed to reduce the likelihood of being shot down.

Area 69 had suffered from alot of disturbance from the people of Bone County, their were over 30 deaths of people due to trespassing the military base. In the title of ''The San Andreas Times'' it title on front page ''Over 30 people killed in Area 69'', ''Demolish Area 69!!'', and also ''Area 69 = Rubbish''. In the 1990s, a man named [[Carl Johnson|Carl "C.J." Johnson]] had entered the base and reached to underground of the upper base, he had murdered over 10 scientists, and soldiers, and had stolen a project only known as ''The Black Project'', it was an jet-pack which can fly anywhere and anytime, he was then hunted by the [[FBI]], but later came out with no results.
