The picture is real, but it was taking using a mod.

This is clearly a mod. I've seen similar things on a GTAForums mod where Liberty City into GTA San Andreas' game engine. That's why you see an all-yellow sky, something that is never present in either GTA III's or GTA Vice City's weather system.
