The Introduction to Grand Theft Auto: Vice City consists of non-interactive cutscenes that begin as soon as a new game is started. These cutscenes show the player how the events of GTA Vice City came into play. The player can choose to skip the cutscenes to go to the interactive half of the introduction.
The introduction opens with Forelli Family Don Sonny Forelli, and Forelli mobsters Harry and Lee discussing what do do with recently released Forelli Family mobster Tommy Vercetti, also known as "The Harwood Butcher", due to his killing of eleven rival mobsters, earning him 15 years in prison. Sonny chooses to send Tommy down south to Vice City to man their drug operations there.
Tommy Vercetti, along with Harry and Lee, exit the airport to find Forelli Family lawyer Ken Rosenberg waiting for them in his Admiral. Ken tells them that he will be driving them to the drug deal with the Vance Crime Family, who are keen to open relations with them and that if all goes well, they will end up richer. He also mentions that the suppliers are brothers, with one doing the flying, while the other is doing the dealing. After his explanation has finished, Tommy , Harry and Lee get into the Admiral and they drive off to the drug deal.
At the insistence of the Vance Crime Family, the deal was to be done on open ground, with a compound chosen as the location of the exchange. The Vance brothers arrive at the compound in a helicopter. Once the helicopter has touched down, the two parties go out to meet each other. Unknown to them however, three hitmen have hidden themselves behind some crates in the compound and are watching the deal. The deal appears to go well, until the hitmen burst out of hiding and open fire on the dealers. The dealer, Harry and Lee are killed by the gunfire, while Tommy manages to avoid the gunfire, dives into the Admiral, and flees, abandoning the money and drugs at the scene.
Ken, frightened at the events he has witnessed, angrily shouts that every time he pokes his head "out of the gutter", "fate shovels shit in his face". Tommy tells Ken to get some sleep, which leads to Ken asking Tommy what he will be doing. Tommy says that he will drop by his office to start sorting out the mess the following day. Parking the car in an alleyway, Ken gets out and runs back into his office. Afterwards, Tommy makes his way back to the Ocean View Hotel where he briefs Sonny about the events that just took place.
Mafia goon: He kept his head down, helps people forget.
Sonny Forelli: People will remember soon enough. When they see him walking down the streets of their neighborhoods. It will be bad for business.
Mafia goon: Well, what are we gonna do, Sonny?
Sonny Forelli: We treat him like an old friend and keep him busy out of town. OK? We been talking about expanding down South, right? Vice City is twenty-four carat gold these days. The Colombians, the Mexicans, hell, even those Cuban refugees are cutting themselves a piece of some nice action.
Mafia goon: But it's all drugs, Sonny. None of the families will touch that shit!
Sonny Forelli: Times are changing. The families can't keep their backs turned while our enemies reap the rewards. So, we send someone down to do the dirty work for us... and cut ourselves a nice quiet slice. OK? Who's our contact down there?
Mafia goon: Ken Rosenberg, schmuck of a lawyer. How's he gonna hold Vercetti's leash?
Sonny Forelli: We don't need him to. We just set him loose in Vice City, we give him a little cash to get started. OK? Give it a few months. Then we go down, pay him a little visit, right? See how he's doing.
(Escobar International Airport, Vice City)
Ken Rosenberg: Hey, hey, guys! It's, uh, Ken Rosenberg here! Hey! Heh, heh, hey, great, hey! Well, uh, I'm gonna drive you guys to the meet, okay? Now, I've talked to the suppliers and they are very, huh-ha, keen to start a business relationship, so, uh, if all goes well, we should, uh, be doing very nicely for ourselves, which is, y'know... good.. Okay, so. They're brothers, okay. One operates the uh, the business, and the other one does the flying.
(Ken Rosenberg drives Tommy, Harry and Lee to the meet point in Viceport)
Ken Rosenberg: Ok, that's them in the chopper. All right, here's the deal. They want a straight exchange on open ground. All right? Ok. Stay tight, let's go.
Tommy Vercetti: Got it?
Victor Vance: 100% pure grade-A Colombian, my friend.
Tommy Vercetti: Let me see it.
Victor Vance: The greens?
Tommy Vercetti: Tens and twenties...used.
Victor Vance: I think we have a deal, my friend. HA HA!
(Diaz's men ambush the deal, killing Victor Vance, Harry and Lee)
Tommy Vercetti: Oh shit! Go on, get out of here! Drive!
(Ken Rosenberg drives Tommy back to his office in Vice Beach)
Ken Rosenberg: I poke my head out of the gutter for one freakin' second and fate shovels shit in my face!
Tommy Vercetti: Go get some sleep.
Ken Rosenberg: What are you gonna do?
Tommy Vercetti: I'll drop by your office tomorrow and we can start sorting this mess out.
- The first song heard in the game is "Broken Wings" by Mr. Mister during the first cutscene. It can also be heard on the radio station Emotion 98.3.
- The song heard when Tommy Vercetti is walking out of the airport and meeting Ken Rosenberg is "Mama Papa Tu" by Mongo Santamaría and can also be heard on the radio station Radio Espantoso.
- The song heard when entering the Admiral after the introduction scenes is always "Billie Jean" by Michael Jackson on the PC version. The song is also featured on the radio station Flash FM.
- On later versions of the game, "Self Control" by Laura Branigan replaces "Billie Jean" because of the latter song not being present due to Michael Jackson's death in 2009.
- A dead man can be seen on a meat-hook in the room behind Sonny Forelli.
- When Tommy arrives at the airport, an airplane can be seen landing on the curved runway. Realistically it is not possible land like that, strongly hinting a straight runway used to be there instead.
- Using the Blow Up All Cars cheat will cause the game to crash.
- This mission is the only mission where a black Maverick will appear. The Maverick is impossible to obtain without the use of modifications or trainers.
- Technically the mission is completed as soon as the cutscene is over. You can start sidemissions, or even buy a property and save your game without ever going to Ocean View Hotel.
