Thomas Crapper is a character in the Grand Theft Auto series, who is mentioned on the Liberty Tree website in an article about car jacking. He is not seen or mentioned in any of the games in the Grand Theft Auto series. Thomas Crapper is a businessman, who once thought about building a factory in Liberty City, which made the city (for a time at least) "an area of global innovation". The reason for him not moving building a factory in Liberty City is unknown.
