Alternatively you can obtain a taxi of your own and ram Curly Bob's taxi out of the way, parking your taxi in its place, or park your taxi directly behind his taxi parrallel to the road. If done correctly, he will get into your taxi instead and you can drive him directly to the harbour.  After the deal it is easier to run Curly Bob over with your car, but be careful as he is carrying a shotgun.
