According to the game manual, which looks like a [[Liberty Tree]] article dated October 30, 1998, Roger C. Hole was born in November or December of 1939. He was first elected Mayor of Liberty City in 1991, and began office in January 1992. As mayor he raised taxes, reduced public spending, increased bureaucratic costs and kept Liberty City in the national news. In 1993 he faced his "Million Dollar Lunch" scandal, in which he, three Russian prostitutes and a senior manager from a construction company were trying to secure government contracts. In [[1995]] he was photographed with members of the [[Forelli Family]], whom he protected with his influence as mayor. Despite this, he was elected to a second term the same year. In 1997, he gave drugs to city officials in exchange for sanitation contracts.

Hole has been the Mayor of Liberty City since [[1992]], meaning he served one full term (1992-6) and half of his second term (1996-8). He was re-elected in 1996, despite two scandals. One of his opponents was [[Miles O'Donovan]], who would succeed him as Mayor. Hole is seen wearing a light blue tracksuit jacket and dark blue tracksuit trousers with a white scarf in the mission [[A Walk in the Park]].
According to the GTA Liberty City Stories website, Hole was accused of statutory rape in early 1998 with at least two underage females, but was cleared of all charges saying the girls showed him fake driver's licenses. Hole continued working for construction companies, as confirmed by [[Avery Carrington]] on the website.

In 1998, R.C. Hole demanded the arrest of don [[Salvatore Leone]]. After Leone and his accomplice [[Toni Cipriani]] [[Driving Mr. Leone|escaped]] [[Portland]], Salvatore ordered Toni to [[A Walk in the Park|assassinate]] Hole on his morning jog in [[Belleville Park]]. According to the game manual, Hole would have been killed in November or December 1998 (they mention he is still incumbent mayor), shortly before his 59th birthday. To celebrate, he planned to shut down all police activity and not enforce any laws for the entire week.

Hole's death opened up a special election in which [[Miles O'Donovan]] (Democrat), a city politician who previously ran against Hole, faced off against [[Donald Love]] (Republican), an extremely wealthy real estate and media businessman. O'Donovan and Love were in the pockets of the Forelli and Leone families, respectively. [[Love on the Rocks|O'Donovan ultimately won]], due to rumors spreading across news outlets about Donald Love's association with Toni Cipriani.
In 1998 Hole, under orders from the Forelli Family, attempts to arrest [[Leone Family]] Don [[Salvatore Leone]], who manages to [[Driving Mr. Leone|escape]] to [[Staunton Island]] with [[Toni Cipriani]]. After this, and learning that Hole is controlled by the Forelli Family, Salvatore orders Toni Cipriani to [[A Walk in the Park|kill]] the Mayor whilst he is on his morning jog in [[Belleville Park]]. After his death, the Leone Family attempt to get [[Donald Love]] elected, so as to control him. However, Hole's former opponent Miles O'Donovan is elected, due to Donald Love's connection to the Leone family.
