I think [[Kane]] might be the leader of thae ballas because he has the most expensive car of of all the members, and usually in a criminal gang the boss has a luxury car like a [http://en.wikipedia.org/wiki/Mercedes-Benz_S-Class mercedes benz S class] (which the admiral is based on) so for this reason I believe kane to be the boss of the ballas in the early missions of san andreas. when kane is killed I believe either [[Big Smoke]] or [[B Dup|B-Dup]] took over as the leader of the ballas. There is no official leader of the Ballas, they are split into factions (eg. Temple Drive Ballas) and operate on their own, spread out and freely. Kane is just a high up member of the Ballas, B-Dup, isn't exactly a member, he's just an assosiate, same with Big Smoke. Kane would be perhaps comparable to [[Sweet]], in that he (possibly) is a leader of a sub sect of the gang. For instance, Sweet is seen as a leader of Grove Street Families (Grove St sect) but he would not be the leader of Seville Boulevard Families. Therefore I think it'd be safe to say that Kane is not the Ballas' leader, if they had one at all. The vehicle is evidently a police van used to carry SWAT teams when the player attains a 4 police head/star wanted level. The vehicle is comparatively larger and more durable, appearing in tandem with with lighter but faster police cars.
In GTA 2, the van is part of the Anywhere City Police Department vehicle fleet, appearing in the Downtown, Residential, and Industrial Districts of Anywhere City. GTA 2's Swat Van was succeeded by the Enforcer starting GTA III, but the GTA Advance rendition of the vehicle was dubbed the "SWAT Van", serving as part of the Liberty City Police Department force.
The SWAT Van in GTA Advance can also be used to activate Vigilante side-missions.
The van tends to be heavier and more durable than police cars, providing the police force an advantage if the player continues to drive a lighter, weaker vehicle. Variables still exist between the GTA 2 rendition and the GTA Advance rendition; in GTA 2, the Swat Van is slow but compensates with its excellent acceleration; the SWAT Van in GTA Advance has an above average top speed and could be crushed for $5,150, but may be prone to toppling over. Being designed as a vehicle with two front doors for the cab and an addition two in the rear, the vehicle tends to unload four SWAT units.
