'[[Catalina]]' is a notorious bank robber and Claude's former girlfriend, who had betrayed him during a bank heist, shooting him and leaving him for the police while she ran free with the profits, along with Miguel. Catalina would later be seen running a SPANK drug manufacturing and distribution business with a new partner in crime, [[Miguel]]. She would also betray Miguel, after Claude discovered them in a construction site; when Miguel attempted to get Claude to lower his gun, Catalina shot Miguel and jumped out of the building into a pile of boxes several stories below. Catalina was killed at the end of the game, as the helicopter she was riding in was shot down by a rocket propelled grenade launched by Claude.

During a mission in which Donald Love requests Claude to retrieve a package from the airport, the package was found stolen by the Colombian Cartel and was being handed over to Catalina and Miguel. Claude eventually tracks them down, resulting in Miguel handing over the package and Catalina shooting Miguel, leaving him at the mercy of [[Asuka Kasen|Asuka]], then enraged by the killing of her brother. Miguel was then tortured into revealing information about Catalina's operations, and was soon killed by the Cartel, while they killed Asuka and kidnapped Maria.

As a token of his appreciation, 8-Ball introduces Claude to [[Luigi Goterelli]], an old friend of his, for work.  8-Ball remains a close associate of Claude throughout the game.

8-Ball can be seen with both hands bandaged from an injury during his appearances, leaving Claude to do most of the more intensive work (such as driving and shooting) when 8-Ball accompanies him. 8-Ball is believed to have sustained  scaldings from hot fat accidentally poured onto his hands, during a scuffle with the police in a raid at his home, before he was arrested. However, [[Grand Theft Auto Advance]] reveals that he suffered such injuries from a gang ambush.

Joey tasks Claude to perform theft, assassinations and body disposal.  In the process, Joey introduces his father's "Capo", [[Toni Cipriani]], allowing Claude to perform further jobs with the Family. Joey is also mentioned in San Andreas when Carl Johnson meets Salvatore Leone in [[Las Venturas]], stating that he had the pleasure of working with Joey while residing in Liberty City.

'[[Toni Cipriani]]' is a member of the Leone Family, working as a capo (caporegime) for Salvatore Leone. Early missions with Cipriani were primarily focused on extorting protection money from a Triad-controlled laundromat, by destroying several of the business's delivery trucks.  Coupled with a Triad attack during the transportation of the Family's high-ranked members to one of Don Salvatore's meetings, a full-blown war between the Mafia and the Triads occurred, and Claude was now an enemy to the Triads.  The war led to the destruction of the Triad's fish factory, with Toni instructing Claude to deliver a garbage truck armed with a bomb to the factory.

She is introduced to Claude after Salvatore requests that Claude "look after her for the evening". Developing a liking for Claude, she would save Claude's life by preventing Claude from entering a death trap set up by Salvatore (before telling him they were both an item) and seek help from an associate, Asuka Kasen, to flee to Staunton Island. She would appear as a caller on Chatterbox FM to describe her feelings with Claude, but expresses doubt because Claude was seen as being uninterested to her, "always working and hanging out with the guys" instead.

'[[Asuka Kasen]]' is a co-leader of the [[Yakuza]], who is called on by Maria to bring her and Claude to safety from the Leone Family after Salvatore's attempted assassination on Claude. She would provide further jobs to Claude, after killing Salvatore, as well as introduce him to her brother, Kenji Kasen.
 
Later in the game, Asuka can be seen torturing Miguel and instructing Claude to further destroy Catalina's [[SPANK]] drugs operation, as an act of revenge for the killing of her brother by an unknown "Colombian assassin". She would eventually be killed along with Miguel, by Catalina.
 
"Police records" in GTA III's official website indicated that Asuka had only arrived in the United States in 1991, ten years prior to GTA III. In the records, it is also revealed that Asuka assumed a leadership role in the Yakuza for her senior "torture, security and information retrieval" skills, despite the fact that it is unusual for Yakuza families to appoint female authorities.
 
It is strongly hinted that she is a bisexual dominatrix; at one point she ties up Maria and plays sadomasochism games with her. She exhibited similar behaviors in [[Grand Theft Auto Advance]].

'[[Kenji Kasen]]' is a co-leader of the Liberty City [[Yakuza]] (alternatively known as the "Waka-Gashira", as mentioned by [[Donald Love]]), who highly respects honor and is also the brother of Asuka Kasen. Kenji operates a casino in Staunton Island, where he provides jobs for Claude. He would be killed later in the game, during a meeting at a multistory car park, after Claude is asked by Donald Love to assassinate Kenji while posing as a Colombian Cartel member, in an effort to drive down local real estate prices with a gang war between the Yakuza and the Cartel.
 
GTA III's official website hinted that Kenji is considerably inferior in leadership skills than Asuka, as "many cite his 'funny way of speaking' as seriously undermining his authority." Indeed, Kenji can be heard swallowing his words whenever he speaks in game. Kenji moved to the United States in 1996, five years after Asuka.

'[[Ray Machowski]]' is a corrupt police officer in the Liberty City Police Department who works as an insider for the Yakuza.  He is introduced to Claude while receiving a payment from Asuka for his previous job with the Yakuza.
 
Machowski is depicted as heavily cautious with his activities, and is willing to silence associates who attempted to expose any crime committed by either him or his partners.  By the end of his presence in Liberty City, the CIA has begun investigating Machowski's links with the Colombian Cartel and the SPANK, forcing Machowski to flee the city and escape to Miami, Florida. In the process of working for Machowski, Claude is introduced to Donald Love, after helping to dispose embarrassing photographs of Love in a "morgue party".
 
Machowski makes a second appearance in Liberty City Stories, as a partner of Leon McAffrey. The game reveals that Machowski was initially uncomfortable working for criminals and taking bribes, suggesting that he had only turned corrupt recently.

Operating from his apartment and office in south Bedford Point, Staunton Island, he primarily tasks Claude to complete jobs related to receiving a mysterious "package" delivered by plane.  After successfully aiding in the return of the authenticated "package" to Love (by acting as a lure to the SWAT and police), he disappears, leaving behind an opened box in his apartment.

Donald Love is believed to had only begun doing business in Liberty City from early-2001 onwards, indicating that Love Media was quick in founding or acquiring many companies in Liberty City within months (the time period of the Grand Theft Auto III is supposingly late 2001).  This was done as a response to the return of Barry Harcross, a recently acquitted businessman and long time rival of Donald Love, to the city.
 
While little background information is known of Love, he is seen as a former apprentice of real estate mogul Avery Carrington, who appeared in [[Grand Theft Auto: Vice City]] as a boss for [[Tommy Vercetti]]; the most evident sign of his link with Carrington is his use of a phrase that was also heard from Carrington, when Love asks that Claude assassinate Kenji Kasen:

However, several possible continuity errors are also noted: Love had apparently operated in Liberty City in 1998 (although he was seen working in a different office building) and already owns several radio stations and newspapers, contrary to what the aforementioned 2001 Liberty Tree articles claims.

Catalina turns on Claude after the pair rob a bank, as she joins the Colombian Cartel. Whilst being transported to Portland Island by the police, the convoy is attacked and Claude escapes with 8-Ball. The two escape and Claude begins to work for the Leone Family, before working for various other people and criminal organisations.

He helps Catalina escape after robbing a bank and is frequently seen with Catalina. Miguel is later shot by Catalina after he gives Claude a package wanted by Donald Love. Catalina flees without him, leaving him with Asuka Kasen, who tortures information out him. Miguel's information allows Claude to hinder Cartel activities. Catalina eventually returns and seemingly kills Miguel, who has previously shown an ability to escape death, and Asuka Kasen.
File:8ball.jpg 8-Ball The Guru Opening Cutscene – Bomb Da Base Act II 8-Ball is an explosives expert who owns three bomb shops throughout Liberty City. He and Claude are being transported by the police to Portland Island, when they escape after the Colombian Cartel attack the convoy. He had been convicted on eighty-five charges of owning a firearm without a licence. 8-Ball helps Claude get work with the Leone Family and later to destroy a ship docked in Portland Harbor, which was being used by the Cartel as a SPANK factory.

He is a high ranking member of the Leone Family and a friend of 8-Ball, allowing 8-Ball to get Claude work with Luigi. Luigi also acts as a pimp for various prostitutes on Portland Island.
File:Joey Leone.jpg Joey Leone Michael Rapaport Drive Misty For Me – Salvatore's Called a Meeting Joey Leone is the son of Leone Family Don Salvatore Leone and runs a garage in the Trenton district of Portland Island in Liberty City. Claude is introduced to Joey when Luigi Goterelli has him drive Misty to his garage. Joey employs Claude to do various jobs, including killing Mike Forelli and Lee Chong, and introduces him to Toni Cipriani.
File:Toni C.jpg Toni Cipriani Michael Madsen Cipriani's Chauffeur – Salvatore's Called a Meeting Toni Cipriani is a caporegime of the Leone Family and helps to run his mothers restaurant located in the Saint Mark's district of Portland Island, where he also lives. He is introduced to Claude by Joey Leone and has Claude attack the Triads, including the murder of three Triad war lords and the destruction of a Triad-owned factory. Toni also phones in to Chatterbox FM, discussing his mothers criticisms of him with Lazlow.
File:Salvatore Leone.jpg Salvatore Leone Frank Vincent Salvatore's Called A Meeting – Sayonara Salvatore Salvatore Leone is the Don of the Leone Family, father of Joey Leone, husband of Maria Latore and the owner of Salvatore's Gentlemen's Club in the Saint Mark's district of Portland Island, which also acts as his home. He meets Claude when he calls a meeting and has him do a number of jobs, including killing Curly Bob and destroying a ship docked in Portland Harbor, which was being used as a SPANK factory. Salvatore's paranoia gets the better of him and he turns on Claude, who along with Maria Latore join forces with Asuka Kasen and the Yakuza. Asuka has Claude kill Salvatore to prove his links with the Leone Family are over.
File:Maria.jpg Maria Latore (also spelt La Torra) Debi Mazar Chaperone – Final Cutscene Maria Latore is the wife of Leone Family Don Salvatore Leone. Her husband has Claude "look after her for the evening", ending in Claude driving her to safety from pursuing LCPD officers. She later tells her husband that she is dating Claude, leading to Salvatore attempting to kill him. Maria and Claude escape and join forces with Asuka Kasen. She is later kidnapped by Catalina, only to be rescued by Claude. She also phones in to Chatterbox FM, complaining to Lazlow about how Claude does not talk and that he is always 'hanging out with the guys'.
File:Asuka Kasen.jpg Asuka Kasen Lianna Pai Last Requests – Ransom Asuka Kasen is the co-leader of the Yakuza, alongside her brother Kenji. She has a condo in Newport on Staunton Island. She helps Claude and Maria Latore escape from Portland Island. She later employs Claude to do various jobs, including killing Salvatore Leone and Tanner. She introduces Claude to her brother and corrupt LCPD officer and Yakuza informant Ray Machowski. After the death of her brother she has Claude, who had killed him in a Cartel Cruiser, attack the Cartel, gaining information from Miguel, who she tortures. Catalina later kills Asuka and seemingly Miguel.
File:GTAIII Kenji.jpg Kenji Kasen Les J.N. Mau Under Surveillance – Waka-Gashira Wipeout Kenji Kasen is the co-leader of the Yakuza, alongside his sister Asuka. He is introduced to Claude by his sister and has him do various jobs, including busting Kanbu out of jail and taking him to a safehouse. He is later killed by Claude, on orders from Donald Love, although he kills Kenji in a Cartel Cruiser, in order to start a war between the Yakuza and Cartel.
File:Ray.jpg Ray Machowski Robert Loggia Payday For Ray – Marked Man Ray Machowski is a corrupt LCPD police officer and an informant to the Yakuza. He is introduced to Claude by Asuka Kasen. Ray employs Claude to do various jobs, including the murder of his former partner Leon McAffrey, who was going to give evidence against Machowski. Machowski also introduces Claude to Donald Love. He later has Claude help him flee the city, by driving to Francis International Airport, where he flies to Miami, Florida.
File:Love.jpg Donald Love Kyle MacLachlan Liberator – Love's Disappearance Donald Love is a businessman, media mogul and real estate developer. He owns Love Media, which owns "900 radio stations, 300 television stations, 4 networks, 3 satellites, (and) 10 senators", which includes Flashback 95.6, Chatterbox FM, Head Radio and Double Clef FM. The group also owns the Liberty Tree newspaper and may own the Bitchin' Dog Food Factory. Donald Love lives in an apartment in south Bedford Point on Staunton Island and is introduced to Claude by Ray Machowski. Love has Claude to various jobs, including rescuing the Oriental Gentleman and allow Love to retrieve a package, with Claude acting as a decoy. He later disappears, leaving only an open box on his apartments roof. He can also be heard on Chatterbox FM.

Whilst being transported to Portland Island by the police, he is kidnapped by the Colombian Cartel, the attack allowing Claude and 8-Ball to escape. Claude later rescues him and returns him to Donald Love, who the Oriental Gentleman teaches T'ai Chi to.

He acts as a bodyguard for Luigi. Mickey is described in police records as a "moron". Hamfists also has previous convictions for assault, racketeering, and multiple involvements with narcotics.

He employs Claude to do four jobs, which include driving his bank manager, two thieves, his wife and her lover, Carl, to his factory. He kills all but Carl, who kills him and claims to be taking over his factory.

Marty has Claude drive her from the Classic Nails store in the Red Light District to the Bitchin' Dog Food Factory in Trenton, where he kills her and turns her into dog food.

He is owed money by Marty Chonks and decides to collect his pay when Marty had Claude drive him the Bitchin' Dog Food Factory. Marty, who had intended on killing Carl, was killed by Carl using a shotgun. Carl can be killed by the player.

Ma Cipriani Sondra James Taking Out The Laundry - Triads and Tribulations Ma Cipriani is the mother of Toni Cipriani and the owner of Momma's Restaurante. She constantly tells Toni that he is not close to being the man his father was. She informs Claude on two occasions of letters Toni has left for him.

Tanner None Two-Faced Tanner Tanner is an undercover police officer, posing as Asuka Kasen's driver. He is killed by Claude, on orders from Asuka after she discovers he is a police officer.

Machowski sends Claude to kill him, which Claude seemingly does, although Machowski later berates Claude for failing to kill a witness. The witness may be McAffrey, although the witnesses full body cast makes it impossible to tell whether it is McAffrey.
File:Phil Cassidy III.jpg Phil Cassidy Hunter Platin Arms Shortage Phil Cassidy, known as 'The One-Armed Bandit', is a businessman, owning Phil's Army Surplus in Rockford, and is a friend of Ray Machowski. He sells military hardware, which at one point the Colombian Cartel attempt to take, with Claude fending them off. Phil claims to have lost his arm in conflict, although it is revealed in Grand Theft Auto: Vice City that he lost his arm when his boomshine exploded.
File:King C.jpg King Courtney Walter Mudu Bling-Bling Scramble - Kingdom Come King Courtney is the leader of the Uptown Yardies gang who employs Claude to do various jobs, including attacking the Diablos. He later turns on Claude and begins working with Catalina and having his gang sell SPANK throughout the city.
D-Ice Walter Mudu Uzi Money - Rumble D-Ice is the leader of the Red Jacks, a sub-group of the Southside Hoods. He employs Claude to do various jobs, which focus around attacking the Purple Nines, also of the Southside Hoods, who are selling SPANK on Shoreside Vale. D-Ice has Claude wipe out the Purple Nines.

File:Darkel.jpg Darkel Bill Fiore Darkel was to be a character in Grand Theft Auto III but was dropped during development. He was scheduled to be a revolutionary urchin who vowed to bring down the city's economy. One of Darkel's missions remains in the game, although the mission is given by El Burro and called I Scream, You Scream. It is believed Darkel would given Rampage-esque missions to Claude.
Curtly Curtis L. McClarin Curtly was a second character dropped during the development of Grand Theft Auto III. Nothing is known about Curtly although some speculate that he may have linked to Darkel.
