Pedro Garcia is a character who appears in the Grand Theft Auto: Vice City website.
Pedro Garcia is a gun runner who is operating in Vice City. The Vice City Police Department are tracking his operations. Garcia buys weapons from out of state and then sells them on the streets of Vice City. He is rumored to be a rival of Phil Cassidy who, in 1986, was also selling guns.
