{{Gripe}}You cannot perform a hand-to-hand combat against an officer. Niko is forced to raise his hands up at gunpoint, thus halting the combat engagement. Also, if you shoot an officer, you'd end up havin a 3-star wanted level and will have the cop cars swarm in on you.
