|Carl Johnson, also known as '''CJ''', is returning to [[Los Santos]] from [[Liberty City in GTA III Era|Liberty City]]. After arriving at [[Los Santos International Airport]], he is informed his [[Beverly Johnson|mother]] has died. He misses the funeral but decides to stay and prove his loyalty to his brother [[Sweet]] and to the [[Grove Street Families]]. Carl then begins to help the Grove Street Families and weaken their rivals, as well as establishing a business empire throughout the [[State of San Andreas]].<br />Voiced by [[Young Maylay|Young Maylay (Chris Bellard)]].

|Jeffrey Cross, also known as '''OG Loc''', is an amateur rapper and an associate of the [[Grove Street Families]]. He is imprisoned and released from prison in [[1992]]. Upon his release he starts working for [[Burger Shot]] and begins to employ Carl to help his rap career get started. This includes killing [[Freddy (GTA SA)|Freddy]], a fellow inmate, and [[Alan Crawford]], [[Madd Dogg|Madd Dogg's]] manager. Carl's actions lead to Madd Dogg's career being derailed, allowing Loc to take his place. Loc is later managed by Big Smoke and finds initial success. However, Carl and Madd Dogg later chase Loc through western [[Los Santos]] and manage to corner Loc, taking Madd Dogg's rhyme book back (after Carl had [[Madd Dogg's Rhymes|stolen]] it for Loc).<br />Voiced by [[Jonathan Anderson|Jonathan "Jas" Anderson]].

|Jizzy B. is the owner of the [[Jizzy's Pleasure Domes|Pleasure Domes club]] in [[Battery Point]], [[San Fierro]] and is the cities biggest pimp. He is a member of the [[Loco Syndicate]], alongside [[T-Bone Mendez]] and [[Mike Toreno]], which is involved in the manufacturing and supplying of drugs. He employs Carl to stop rivals from stealing drugs and to save Mike Toreno. However, he is later killed by Carl for supplying drugs to the [[Grove Street Families]] and to [[Los Santos]].<br />Voiced by: [[Charlie Murphy]].

|T-Bone Mendez is the leader of the [[San Fierro Rifa]] and a member of the [[Loco Syndicate]], alongside [[Jizzy B.]] and [[Mike Toreno]], which is involved in the manufacturing and supplying of drugs. He distrusts Carl Johnson but works alongside Carl to rescue Mike Toreno. He is later killed by Carl Johnson and [[Cesar Vialpando]] for supplying drugs to the [[Grove Street Families]] and to [[Los Santos]].<br />Voiced by: [[Kid Frost]].

|Madd Dogg is a rapper from [[Los Santos]], who resides in a [[Madd Dogg's Crib|mansion]] in [[Mulholland]]. When Carl Johnson returns to Los Santos, Madd Dogg is at the height of his career, having just launched his own line of clothing. However, he later begins to suffer from depression after Carl Johnson begins to sabotage his career, by stealing his rhyme book and killing his manager, [[Alan Crawford]]. Madd Dogg later flees to [[Las Venturas]], having given his mansion to [[Big Poppa]] in exchange for drugs. He attempts to commit suicide but is rescued by Carl, who later becomes his manager and helps to re-build his career. Madd Dogg went on to release a gold record by the end of [[1992]].<br />Voiced by [[Ice-T]].

|Old Reece is a barber and owner of [[Old Reece's Hair & Facial Studio]] in [[Idlewood]], [[Los Santos]]. He is an old friend of the Johnson family. He is seemingly unaware of events going on around him, asking Carl to tell [[Big Smoke]] to get a hair cut, despite Smoke being bald and later deceased. Reece can be found in his barber shop throughout the game.<br />It is unknown who provided the voice for Old Reece.

|Mark Wayne, also known as '''B Dup''', is a member of the [[Grove Street Families]] and drug dealer who resides in [[Ganton]], [[Los Santos]]; later moving to [[Glen Park]]. He is drifting away from the Grove Street Families, eventually joining the [[Ballas]]. He has also "enslaved" [[Big Bear]], who eventually turns on B Dup and enters rehab.<br />Voiced by: [[The Game]].

|Emmet is a gun dealer and member of the Seville Boulevard Families, a former ally of the [[Grove Street Families]], residing in [[Willowfield]], [[Los Santos]]. [[Sweet]] and [[Big Smoke]] stopped buying weapons from Emmet when the families split, although Carl Johnson goes to see what weapons Emmet has.<br />Voiced by: [[Eugene Jeter Jr.]]

|Colonel Fuhrberger is a retired colonel who resides in [[East Beach]], [[Los Santos]]. He stores a large quantity of weapons and ammunition in his home, which is later stolen by Carl Johnson and [[Ryder]].

|Denise Robinson is a member of the [[Grove Street Families]] who resides in [[Ganton]], [[Los Santos]]. She first meets Carl after he rescues her from a house fire, which Carl had started. She later becomes Carl Johnson's girlfriend and can be seen throughout the game whilst on dates.<br />Voiced by: [[Heather Alicia Simms]].

|LB is a friend of [[Ryder|Ryder (Lance Wilson)]] who helps Ryder and Carl Johnson. He is mentioned by Ryder during the mission [[Home Invasion]], telling Ryder of some weapons and ammunition located at [[Colonel Fuhrberger|Colonel Fuhrberger's]] home in [[East Beach]], [[Los Santos]].
