Galina Bulgarin is a character in The Ballad of Gay Tony and the imprisoned sister of Ray Bulgarin, who keeps her locked in a cage in his home in Liberty City. She may have been injured or killed when her brother fired an AK-47 into the downstairs ceiling, in order to stop her from annoying him.
