Simon Nashly is a criminal in Liberty City who is wanted by the police for racketeering. He was killed by Niko Bellic in 2008. Nashly appears to be a member or an affiliate of The Angels of Death motorcycle club because in the Most Wanted mission where Niko must kill him, he is surrounded by several members of the gang.

Trivia

Simon Nashly's name is very similar to that of Rockstar games designer Simon Lashley. It is possible that this is an easter egg that was added into the game.
