Martin Hawes is a character from Grand Theft Auto IV. He is clinically insane and ended up in a lunatic asylum. After the reopening of the tunnel and bridges, Liberty City residents have to deal with huge traffic congestions and people from Alderney crossing over the river. Hawes has the idea of re-closing the bridges and tunnels to ease traffic and keep the poor out.
