The car was unveiled in the 2002 Detroit Auto Show and entered production in 2003, and all the time Rockstar North has only just completed GTA Vice City and have started work on GTA San Andreas, designing and coding stuff for the game (the development cycle at the time is clearly shorter; they completed GTA Vice City in 2002, so R* may had spent around two years developing GTA San Andreas). Because they had ample time, they could afford to include the car in the game, even though it was inaccurate because the car wasn't meant to exist in 1992 (GTA San Andreas' timeline).<p>In comparison, the F-150 SVT Raptor's design was only unveiled March 2008, when GTA IV was one month away from going gold. With bugs, technical problems, and playtests to deal with, coupled with limited manpower, you have to prioritize.
