Niko's FLEECA card

FLEECA is the GTA IV counterpart of the real world VISA credit card. Russian customers who pre-ordered GTA IV received a Niko Bellic FLEECA card with his name, serial no., length of validity and date of commission.[1] FLEECA comes from fleece which means to con or trick people out of money.

If you notice, at the TW@ internet cafe, on the door it says that it accepts FLEECA credit cards. This is also on many other stores in Liberty City
