American Road Safety for Everybody (ARSE) are road safety campaigners in the GTAIII era. In 1998, they campaign to outlaw motorcycle use in Liberty City, along with the Maibatsu Corporation. By 2001, they seem to have succeeded, as no bikes of any kind can be found in Liberty City by then.
