Civil Service is a computer game advertised in Grand Theft Auto IV. It is city management simulation game, and a likely parody of popular SimCity series. Features of the game include the ability to change traffic patterns to keep undesirables in the ghetto and the ability to change voting districts to keep minorities down, features unavailable in the real SimCity games.
