Francis McReary is a corrupt police detective who has "dirt on Niko's past". He threatens to reveal this information unless Niko helps him by obtaining various memory sticks with information about his own corruptions from lawyers and blackmailers alike. He is introduced by Manny Escullar, who features him in his TV show about cleaning the streets. Later in the gamehe calls you as an unidentified caller to meet him in an area called Castle Gardens which is a coast-side hangout analogous to Battery Park overlooking the Statue of Happiness. This is when his missions start He wears a black suit and tie, has a short moustache, and has slicked brown/black hair with a slight receding hairline.

He is described unfavorably by his own brothers, who find him to be as much of a crook as they are--a small time thief who happens to be on the other side of the law. He initially wanted to become a priest, but as his brother Packie recalls the story, he had to give up that ambition due to his love for taking money from the offering plate during Mass. His philosophy to cleaning up the streets of Liberty City is "one percent at a time"--Rub out the small-time crooks and drug dealers one by one, in order to give the impression that things are improving. To accomplish this, Francis sends Niko out to the crime-ridden ghetto of North Holland to kill those relatively insignificant dealers on his command when Niko's not busy silencing Francis's enemies in the legal system.

After his brother Derrick returns from Ireland with the possible intent of exposing Francis for the fraud that he is, Francis orders Niko to kill Derrick during a meeting he arranged with his brother. Niko may choose to follow the corrupt policeman's orders, or go against them and spare Derrick's life. If Francis is spared, you can call him on your phone to reduce your wanted level.

Francis is voiced by Thomas Lyons.
