Mitch Baker's bike has been stolen and you have to get it back.The gang is behind Ammu-Nation in Downtown (Vice City).Use a fast bike to go up the stairs opposite and jump over the roof. The gang members will shoot so get the bike out as fast as you can and get back to the bar. They will chase you and shoot so be careful.
