Mr. Black is a businessman who resides in Vice City and, during the events of Grand Theft Auto: Vice City, employs Tommy Vercetti as a hitman. The Vice City Police Department (VCPD) correctly believe that he runs a hitman business and have doubts over whether he is involved with money laundering. Mr. Black is the boss of Leo Teal, who Tommy kills and he takes Teal's phone, allowing for random contact with Mr. Black. Despite his criminal activities, the VCPD have no information on him.

Mr. Black & Mr.Teal is most likely a parody on the cult classic, Reservoir dogs, a film where a group of complete strangers are assigned for a roberry which turns out to be a botched job because of the fact one of the group is either a cop or a rat. THe reason why Mr.Black & mr.Teal's names are likely a parody of the film is because each of the group are named after a different colour in order to protect their identities & Black & teal are both colours.

He does not appear in person in the game.
