This is because the storylines do not take place on the same fictional timeline.''". In other words, the 'GTA III era' El Burro is not the same character as the El Burro featured in GTA 1 - much like how Liberty City is vastly different in GTA III than it is in GTA 1. The trivia section pretty much sums up why he appears in both games "El Burro can be killed in GTA 1, set in 1997, and appear in 2001 (the setting of GTA III). This is because the storylines do not take place on the same fictional timeline.". In other words, the 'GTA III era' El Burro is not the same character as the El Burro featured in GTA 1 - much like how Liberty City is vastly different in GTA III than it is in GTA 1.
