I had two stars and was running on foot to the helitours place to get a maverick and try to escape the cops. A cop was shooting at me so I killed him, getting three stars. I got the maverick and flew away, and no matter where I go, even if there are no cops on the ground or police mavericks anywhere close to me, the circle follows me.
