This only works for GTA San Andreas and GTA The Ballad of Gay Tony. If you find a crane in the docks in GTA San Andreas then use the jetpack cheat or get a chopper.
You have to get at least a 3 star wanted level to get the helicopter after you and you have to be standing on the crane and the pilotless helicopter fiy close to you so you can steal it. If your playing GTA The Ballad of Gay Tony then get on top of the Libertonian and get a helicopter after you and when the helicopter flys low enough then shoot the pilot the heli will fall but wont explode (note it might take a cople of trys) it also works with GTA IV. By the way, you have to be careful because the helicopters have guns so try not to get shot.
